I base my training on pbf he is a great boxer but i think he has a weak chin and his aditude does suck.

Hatton won't ever be #1....& it has nothing to do with where he's from.
He's just too flawed. He takes too many punches. It's hard for people to look at a fighter with his style & say "there goes the BEST fighter in the world."
If he beats a Floyd Mayweather, & remains consistent, I know I would grant him the #1 spot. But, I just see him as too limited to be able to accomplish all that.
