Its not because these fighters don't want to fight each other, its because of all the different promoters and the politics of boxing. If there was only one governing body that had a title for each weight class and just one promoter,boxing would still be the sport it used to be.There would be no hidden agendas, only the best fighting the best.

So what happens to the fighters who refuse to grovel at Golden Boy's feet?
Just one promoter? How the hell can one promoter put on more then one show a week? Boxers would be unemployed, and Golden Boy would dictate all the purses, like the UFC, Oscar surely deserves more money.

The UFC model is garbage, they managed to convince their idiot fanbase that anyone outside their promotion is minor league. That is why all these non-UFC MMA promotions are dropping like flys...how great for the sport.
There are mannnnnyyyy matches that haven't happened and won't EVER happen because the UFC refuses to co-promote.
A nice example of the way the UFC operates:
Back in 2008 the UFC reached a deal with a video game developer to make a UFC game, they pressured their roster to sign away their video game rights for zero money. When welterweight fighter Jon Fitch refused he was promptly fired by the UFC only to be re-hired when he gave in...he was the #2 ranked MMA welterweight at that time

Boxing needs a singular governing body like the NFL or MLB, and the promoters would be like the owners of NFL and MLB teams.
One major championship for each weight division. Tournament-style ranking system for each weight division to determine #1 contenders. This way, the champion will HAVE to fight the #1 ranked contenders.
Simply make it mandatory to have the best fight the best. That's all we want.
another reason why big fights dont happen is because HBO overpays boxers for easy tune-up style fights and then when its time to step up the competition they want ridiculous amounts of money and overprice themselves. its sad that someone like israel vazquez has only made a career-high payday of 800,000 and then we got guys like andre berto fighting scrubs for million+ paydays

Yeah i agree with that, i think that we need more boxing on free TV as well.
Boxing needs a centralised governing body - something like the WBBC, World Boxing Board of Control
But that would almost certainly rely on HBO being completely cut out of the picture. The influence they exert over the earnings generated by most of the top fighters within the sport, prevent any realistic chance that an independant organisation could garner the kind of support that it would need to claim a respected position.
Otherwise, how can you get the various champions to dump their belts?
But, having the sport controlled by GBP would be disastrous IMO.
We need a saviour, one with balls, a vision, and about 500mil for starters?
