Using your stats there are more fighters per capita in Puerto Rico. There are 40 people in Mexico per 1 in Puerto Rico, but there are only 11 boxers in Mexico per 1 in Puerto Rico.

Using populations I think the country of Mexico should have better boxers because there is a much larger pool to select from. It's just common sense considering boxing is big in both places. It's amazing excellent boxers from Puerto Rico are as common as they are considering the population.
