Hmmm i dont know about canada. He doesnt speak english or french and wouldnt be a draw at all.
The big point of this article is that HBO, who pretty much control boxing, have dropped a person who was a pretty big draw for them

Plus it's not like he's a protected fighter from over seas. He's basically going to be located across the street. So It won't be too difficult to get him fights when he's able to fight again.
I think his only real problem will be he won't be able to make as much money. But at the same time he won't exactly be making peanuts.
