Last I checked Williams and Martinez are scheduled to fight each other if Paul stops *****ing out, so Cotto wouldn't be getting a fight with them anyway. Arum will make his money and after Cotto destroys Chavez Jr., he'll get served up to whoever Arum wants to serve him up to.
