I would say Pac may need Floyd cuz he does spends and gives away a lot of money. But, by the same token Floyd would also need Pac using that logic cuz he spends a boat load of money.

True Floyd could fight Berto and make a lot of money. But, in the same token Pac could fight fighter X and make at least 7 figures but more than likely 8 figures depending on the opponent.

Do people forget that Pacquiao's a king in Philippines, plus he's got a lot of investments. Even if he miraculously spends all his money, people there would still offer him tv roles, commercials, and let's not forget his congressman paychecks. This guy is set for life and Muhammad does not know that.

Congressmen do not receive a lot of money. Look at things this way, the President of America earns $400,000 a year, if we are generous and factor in things covered for him, lets say $600,000. I doubt a congressman in the Philipines earns anything close to the President of the USA.

Same would apply to TV roles and what not. The money he makes is peanuts in comparison to the money he makes through boxing.
