All NGBs are required to provide a list of athletes for inclusion in the USADA Registered Testing Pool at least quarterly. With respect to each athlete on the list and any additional athletes designated by USADA for inclusion in the USADA Registered Testing Pool, each athlete receives an OOC packet from USADA which includes a USADA Guide to Prohibited Substances and Prohibited Methods in Doping, wallet card, pertinent forms and educational materials. And, you are correct about PED being the most effective during the offseason. However, the USADA states that they have the right to test any athlete at any time under their jurisdiction and that all athletes under their jurisdiction are SUBJECT to be tested at any time for any reason.Comment

the tests for Mosley & Floyd were not useless, cause Shane did not have much advanced notice, as to when the USADA isnpectors were gonna test him, so Mosley wasn;t able to use EPO. thats why Mosley ran out of gas by the 3rd round against Floyd, cause Mosley was not "juiced-up" for the Floyd fight, the way he was for the Margarito fight.Comment

its hard for me to believe you because Margarito was at his all time highest marketability before the Shane fight...he was a major player
and for Arum to 'allow' his cash cow to get one-upped by a GBP fighter is hard to stomach
even harder to believe that he was gonna get a cut off a pure GBP fight with PBF-Mosely for 'playing along'
another thing that doesn't add up is the fact that PBF-Mosely was NEVER set in stone...especially back in January 09....****, it took a natural disaster in Haiti for that fight to even happen
and for Arum to agree on a 'might happen' fight in exchange for one of his cash cows would be the opposite mentality of a 'money hungry' promoter

Yes. Anything is possible. Especially in sports. I know dudes that are in the NFL and they say that is a PED haven. Some big names have come up in these discussions. So, yes, it is possible that Floyd is doping in the "off-season".Comment
