I'm trying to make this as simple as possible for you. If Pac doesn't like blood drawn close to the fight, how is Arum's new 14-day plan going to be implemented?

First of all, how is it Arum's plan when it was Mayweather's side that originally proposed it? Remember, it was supposedly the reason Floyd wouldn't fight because Pacquiao wouldn't accept the 14-day window?

And if Tygart and USADA 'get wind' of Pacquiao using HGH (blood tests wouldn't catch anyway) or A-Side Meth or any PED, then they go to the commission with their reasons and they get more blood.

Really doesn't get any more simple than that.

Because Pac has made it clear he does not feel comfortable having blood drawn, especially too close to a fight. On top of that, the NSAC and its spokespeople (including the former head of the Olympic committee) claim that drawing blood within 2-3 weeks of a boxing match heightens many medical risks, especially hematomas in the arms. And in that same hearing (and in other interviews) Tygart himself said they stopped testing 18-19 days out because they felt they had no reason to (but probably they were also aware of the health risks). This is what the head of USADA said on the matter:



So basically, Tygart and USADA felt that 18-19 days for an admitted steroid user was adequate time to stop testing, but that if they 'got wind' of something, then they would've conducted more tests. So naturally, Arum retorted:



So instead of cutting off blood testing 18-19 days, it happens at 14 so the health risks are minimized AND if Tygart and USADA have a LEGITIMATE reason for further blood drawing (like if they 'get wind' of an A-Side Meth shipment) then they can present their case to the commission to get more of that sweet vein nectar that pays their bills.

Seems like a reasonable compromise to me, considering Pacquiao doesn't have to take ANY extra tests beyond what the commission requires.

Hmmm, so not only does USADA need information to test beyond 3 weeks from fight night... apparently they have a quota for drug tests too? Maybe 4 is all they need?
