WTF are you on about? Why do you need proof to take a test? If there was already proof that someone is cheating you wouldn't need a test would you........

Because Pac has made it clear he does not feel comfortable having blood drawn, especially too close to a fight. On top of that, the NSAC and its spokespeople (including the former head of the Olympic committee) claim that drawing blood within 2-3 weeks of a boxing match heightens many medical risks, especially hematomas in the arms. And in that same hearing (and in other interviews) Tygart himself said they stopped testing 18-19 days out because they felt they had no reason to (but probably they were also aware of the health risks). This is what the head of USADA said on the matter:

"With Mayweather and Mosley, it was like, 'Look, guys, if we have no desire or need to test you three days, or two weeks with blood, then we're not going to do that,'" said Tygart. "But we have a right to do it, because circumstances might arise where we get wind that there is someone using human growth hormone, or another drug, and we want to catch you and stop you before the fight so that you don't go and hurt the other fighter."
So basically, Tygart and USADA felt that 18-19 days for an admitted steroid user was adequate time to stop testing, but that if they 'got wind' of something, then they would've conducted more tests. So naturally, Arum retorted:

"We don't care who's doing the test," Arum said. "They stopped taking blood 18 days before [Mayweather-Mosley], so that shows they can do it and be fine."

"We're saying the same thing, that if there's information that emerges in the final 14 days, we can go to the [state boxing] commission and ask for more tests. We can work it out. No one's looking to pull any fast ones."
So instead of cutting off blood testing 18-19 days, it happens at 14 so the health risks are minimized AND if Tygart and USADA have a LEGITIMATE reason for further blood drawing (like if they 'get wind' of an A-Side Meth shipment) then they can present their case to the commission to get more of that sweet vein nectar that pays their bills.

Seems like a reasonable compromise to me, considering Pacquiao doesn't have to take ANY extra tests beyond what the commission requires.

            But please, bull**** some more.

Show me where Arum said this.

I'm trying to make this as simple as possible for you. If Pac doesn't like blood drawn close to the fight, how is Arum's new 14-day plan going to be implemented?

I don't blame him. It's he who feels he cannot beat Mayweather without PEDs.

Neither does his team. What happened to God?
