Wasn't he retired from 07-09? That would change the average. Also check your math. For example:
January 1, 1996- December 31, 1998 is 3 years. 18 fights in 3 years is an average of 6 per year. While I'm at it:
From 2006-2010: 6 Fights in 3 Years ( with the 21 mos "retiredment period factored in[AVERAGE: 2 fights per 12 mos]
From 2002-2006: 10 fights in 5 Years [AVERAGE: 2 fights per 12 mos]]
From 1998-2002: 17 Fights in 5 Years [AVERAGE: 3.4 fights per 12 mos]]

Pretty sure Cotto would be happy to fight Margarito again. And had the Pac/Marg fight fell through, I'm pretty certain he would be fighting Pacquiao again.
