I think Berto should just forget about the big money fights for now and just fight the guys that are available in his division even if they are not big names, while he is waiting for a big fight, he should just go try to unify with Jan Zaveck and Vyacheslav Senchenko, neither or big names especially in the US but they are true Welterweights and Title Holders, because fighting a 140 guy at 147 for his title really does nothing for him even if he beats Maidana or Kotelnik
