The test giver can decide iF there`s gonna be a cutoff date or not.sOMETIMES THERE IS SOMETIMES THEIR IS`NT,REGARDLESS THE ATHLETES BEING TEST IS`NT OLD.
The real issue is the contingency and grounds for calling out such drug testing out of this air just because of "speculation" or "fear" of the other.
It cannot be used by one party to check on the other without due grounds/proofs or evidence. It is much like a preliminary hearing in courts to determine the validity of such furtherance of cases and the charges.
Otherwise anybody can cry "foul" and wasting time, effort and money inorder to satisfy their agenda whether for the cause of the sport or just to aggravate an issue.
One's pleas or demands isn't necessarily viewed as an "authority". One can request only. Such as catchweights...they are mutually agreed upon and viewed as a contract. One can always disagree without the obligation or fear of repercussions because it isn't a RULE or POLICY governed by the Nevada Sports and Athletic Commission.
Both sides have issues. But both can meet in the middle.
