The substances were going to be allowed by the CSAC until Nazeem Richardson made an issue about them. The fact that NYAC signed off means nothing, they also were going to sign off on Trinidad also.
The alleged substances are not really noticed until they become solid until the later rounds, it is not like the plaster used by Resto or that situation.
