§ 323. Bandages.
One winding of surgeon's adhesive tape, not over one and one-half inches wide, placed directly on the hand to protect that part of the hand near the wrist. Said tape may cross the back of the hand twice but shall not extend within one inch of the knuckles when hand is clenched to make a fist.
Contestants shall use soft surgical bandage not over two inches wide, held in place by not more than two yards of surgeon's adhesive tape for each hand. One 10-yard roll of bandage shall complete the wrappings for each hand.
Bandages shall be adjusted in the dressing room in the presence of a commission representative and both contestants.
Either contestant may waive his privilege of witnessing the bandaging of his opponent's hands.

What I posted above is the offical guidelines to bandages, however I think your point is that it is not explictly in the rules that wraps have to be "fresh"
which by wording you would be correct. However, I find it hard to believe that you would
Disagree with the notice that wraps should be not tampered with?, If so, the best way to not have tampered wraps would be to used new or "fresh" wraps before going into combat.
Now, Bob Arum even said Capetillo "deserved what he got."
Well if Capetillo deserved what he got, why doesnt the guy who is actually doing the fighting deserved what he gets.
The fact still stands the wraps were illegal.

but nowhere within CSAC's rules does it state that the materials used have to be fresh just within the guidelines of how to wrap correct?

when was the last time you were in a boxing gym watching the game unfold? if so then you surely must have seen the inserts that Capetillo used because it's quite commonplace to see pads. Last week alone I went to three gyms Maywood Sergio Mora's and Arreolas gym and each one had fighters or trainers who use pads.
when asked, because thats what I do when a friend of mine gets into trouble, a lot of trainers have told me that they use these inserts beause it saves time, it molds to the knuckles making it more comfortable and commissions don't really mind.
so while yes Margarito and his team did something illegal and was caught doing so
stop using the aspect that materials need to be fresh when I clearly showed you they dont
