So does manny's arms measure 23" or 25" because it varies from pic to pic? His arms look more like they're 23".

you know those measurements are from the armpit right? so if you bulk up and got wider lats and thicker triceps surely your armpit would have extended a bit, and if you're thin as lamp post the reverse would happen.

try measuring a skeleton's armlength from the armpits

when you put on muscle your arm length shortens. His overall reach is still 67 just from the side of his body to his fist its got more muscle now.

And these stats are wack. I mean, Marquez was 5'5 1/2 fighting Jandaeng yet he's 5'7 now.
