Oh, but of course if the words P4P are mentioned, they all have to be American!... LOL!...
There are more europeans controlling divisons than Americans but they will never be rated above an Americans P4P, mainly because P4P is an American controlled rating that cant be proven wrong.

Mayweather is & was the best P4P boxer. Again this P4P **** is way overrated. I personally don't give a **** about P4P. Who's the best boxer today, again that is Mayweather.
Taking only skill into consideration, the best boxer p4p is by far Mayweather. When you start factoring in strength of competition, heart, chin, time fighting the best, etc., there is more controversy.
Hopkins, Jones, and Tszyu are at the tail end of their careers. While their body of work makes them p4p, beating them in your first meaningful fight does not make you p4p.
Also, fighting the best and narrowly losing does not take you out of the top 20. Note that I still have Hopkins rated higher than JT based on the fact that he was winning at the end. If he would have KOed JT at the end, he would have moved up in the all time p4p.
