Under CSAC rules you're only allowed to have tape and wraps. Anything else constitutes an infraction. You could put cotton balls on your hands and they would've suspended him for it because it doesn't fall under what can go on the fighters hands.

I think you are taking the most favorable view of this and choosing to ignore or mitigate the data that seems to continue to be shown that the wraps were unusual and had a plaster like substance. What I have read so far seems to support that view.
