If you truly believe that then something is wrong. Pacquiao's biggest wins are against Hatton, Cotto and Morales. All 3 were coming off demoralising losses and were made to come down in weight for fights with Pacquiao. His only other good wins were against Barrera and Marquez, I give him credit for beating Barrera but Barrera was a smaller man. Floyd gets hell when he fights smaller opponents but Pacquiao gets all the credit in the world. And most people (including Fillipino sports analyst Ronnie Nathaniesz) believe that Marquez really beat Pacquiao.

Mayweather always fought the best fighters at their best weight classes when they were in their prime. Genaro Hernandez, Jose Luis Castillo, Diego Corrales, Arturo Gatti, Oscar De La Hoya and Shane Mosley are his best wins. All of these guys were at their best and coming off career defining victories in the fight prior.

Mayweather clearly has a better resume than Pacquiao.
