Of course it is especially when they spent the last month trying to secure a deal with the most qualified opponent for pac period(Floyd Mayweather Jr).

It's simple if you can't get the most skilled guy who can bring in a ton of money for your fighter, you find another fighter who can bring in a lot of money and can still make a fight exciting but is still a solid underdog.
