    Juan Diaz's trainer Ronnie Shields had originally accused Pacquiao of taking performance-enhancing drugs (PEDs), with Team Pacquiao categorically denying this.

    As part of the negotiations, Juan Diaz wanted Olympic-style drug testing (OSDT) for their match-up with a 14-day cutoff, but Manny would only submit to a 24-day-cutoff.

    Thus the fight never happened.

        Pacquiao was scared of Juan Diaz.
        Diaz called out Pac twice, and Pac never accepted.

        There was no drug testing issues then, there was no money, no weight issues either.

        Pac was just afraid to fight Juan Diaz, just like Pac is afraid to fight Humberto Soto, Shane Mosley, Mayweather, Valero (when he was alive), and so many others.
        Pac is the biggest "cheryypicker" in boxing history, and a steroid user.
