You'd have to go back to Baldomir to find a fight Floyd sold on his own (325,000 PPV buys) because every other fight he's had since then featured a strong B-side fighter with him. Stated simply, Pacquiao does not need to fight a strong opponent or even an opponent with a big fanbase to sell tickets and pay-per-views, because he is an exciting enough fighter on his own that people will want to see him fight anyway.
Mayweather is not that kind of fighter. He needs someone either with a large fanbase (Marquez, De La Hoya) that can get riled up for their man to beat him, or he needs a competitive fight on paper (Mosley) to convince the general boxing fan that it will be a competitive fight. Mayweather-De La Hoya was successful on both fronts which is why it did so well, and certainly a great deal of the buys can be attributed to Mayweather's ability to hype a fight. But it's still true that Mayweather would not be able to sell tickets without these big-name fighters against him. Again, could Mayweather sell 700,000 PPV buys against Josh Clottey last March? I doubt it. Could Pacquiao sell 1.4 million against Mosley last May? I'd think it would be pretty close.
Finally Pacquiao brings the casual boxing fan to the table. Floyd is a master boxer and ring technician but he's no Mike Tyson and he takes very few risks in the ring. Manny is a quick guy with pop and power who can actually draw people into the sport and make them fans with his gung-ho fighting style. You could drum up interest in this Mayweather fight just by showing old Manny clips to people that have never seen the sport before. Mayweather's exciting in his own way, but not to the uninformed masses who don't watch the sport regularly when the heavyweight division is dead.
If I was arguing for a Pacquiao 60-40 split, I would end this by saying that Mayweather has nowhere else to go, he's stuck fighting Pacquiao unless he wants to go up in weight or fight Tim Bradley or something. I could write a similar post for you detailing what I would expect a 60-40 for Mayweather to look like. Frankly though I feel the purse split should be 50-50. Neither fighter has proven conclusively that they are the bigger PPV draw, or that they are the better fighter and deserve the split, or whatever. And it's irrelevant anyway because no boxing fan is buying this fight because they want to see only one of these fighters, so there's no reason for one to get more money over the other.

Both camps are hyping the fight, it's simple as that.
More hype, more press, more fans & most importantly more $$$! Bottom-line!
