If Arum was outright lying about the whole thing then Golden Boy and/or team Mayweather would have said something weeks ago. Even with the gag order all they had to say is "not true".

This says to me that Golden Boy accepted the proposal on behalf of Floyd but now Floyd is hesitant (scared) or wants to be a drama queen by announcing on the last day. Or maybe everything is agreed in principle and Todd Debuef and Schafer are still working out some minor clauses before announcing it. Either way, it seems that Golden Boy was satisfied with the terms.
