You make it sound like no one is allowed to fight at a catch weight. If it wasn't allowed, then why did they ever come up with a catch weight in the first place.

So what if Manny ask for a catch weight. Manny has never fought anyone at 154. And if Cotto agrees then he agrees. That's part of the negotiation.

LOL drug testing is bs? Floyd comes in 2 pounds overweight, many boxers dont make weight but Floyd gets chewed out about it like the 2 pounds mattered. I had a poll on if the fight was at 140 or 135 the overwhelming majority still picked Floyd to win even on his worst day.
