Maybe the NSAC did inspect thorouly or just merely looked and didn't care. Nobody knows but Margo and his team. There is a video out there with Evangelista saying that he didn't see anything wrong with Margarito's wraps on youtube. I haven't found it yet.

if anybody here reads spanish,there are many articles where evangelista says he was present,here is one,http://boxeoveleno.blogspot.com/2009....html.....they talk about how the labs never confirmed anything hardened,about tito's illegal handwraps,about how hagler put tape the color of his skin and his eyebrows when he fought duran,didn't read that one in full,but it's there,evangelista talked about that,there is an interview he gave i believe in spanish station telemundo..oh yeah,and i believe these men can sign things off and let guys go in there and box that way,i mean look at tito,he had his hands wrapped before richardson was there and it was illegal,the comission said so,so yeah i believe that

im damn near done with cotto. he is letting arum **** him right up his ass with no ky!!! i wouldnt mind the rematch but arum swears margarito didnt know **** about the wraps and now the fight is gonna be in vegas. again!!! cotto needs 2 man the **** up and say if we fight, its in nyc and i want 65-35.

IMO they are both damaged fighters it would only prove who is less shottt and it seems like it is Cotto. I would much rather see this than either of them vs Pac though....
