If anything Pac should propse a more complex and far reaching system.

The likely reason that Mayweather has proposed the current set up is because he already has figured out how to be on the juice and beat his own program.

This way everything is set up the way he wants it and he is free to cheat meanwhile Pacquiao will be forced to play by the rules.

Well the drug testing is there to make sure an unfair advantage is not gained. So I don't see the problem with floyds demands. But that's only assuming OST is better than standard testing.
