If anything Pac should propse a more complex and far reaching system.

The likely reason that Mayweather has proposed the current set up is because he already has figured out how to be on the juice and beat his own program.

This way everything is set up the way he wants it and he is free to cheat meanwhile Pacquiao will be forced to play by the rules.

The thing is they can be as "su****ious" as they want but until they have the evidence (as you have pointed out), it remains as an ungrounded allegation.

Pacquiao is not obligated to be subjected to test. That is Mayweather's issue not Pac's. And to see that the Mayweathers have dragged this supposed MEGA FIGHT into a fight outside the ring shows their intention to break him down.
