Yes he did consider himself more Panamanian then Mexican. He was born and raised in Panama, lived and partied in Panama. A lot of Mexicans didn't claim him until it was later found out that his dad was Mexican. But, Duran was never really close to his dad anyways. He thought of himself as Panamanian during his hey day then later he started embracing the Mexican culture when he was already passed it.
