I voted yes because I believe that you meant "Does Wlad punch harder than Foreman" and not actually "twice as hard". Otherwise, no, Wlad does not punch twice as hard but he is stronger and punches harder than George Foreman. The difference is not twice as much though, maybe around 10% to 15%.

Like those two have soft chins or something, they were both world champs. They were also undefeated when Wlad fought them. Foreman wasn't able to put down Jimmy Young, a guy lighter than him, and actually got knocked down by him. Jimmy Young had a 20% KO ratio, if that's not feather fisted, I don't know what is. So he had no power to keep Foreman honest and Foreman still couldn't put him down. Sultan and Peter both have higher than average power for a HW.

Your including a 40+ year old Foreman. His KO% before his '77 retirement was around 92%. Only 3 of 39 wins went the distance.Like those two have soft chins or something, they were both world champs. Your whole career must be taken into consideration, otherwise if we do that, then we should exclude then 10 or so guys Foreman fought who were below 200 pounds, some as light as 189. Wlad never fought a guy below 200. So if you are going to pick and choose which fights and what period of a fighter you are going to count, you should exclude his opponents who were not true HW so that we can get an apples-to-apples comparison. You have to remember that in general, it takes more power to knock out a true HW (200+ man) than a smaller man.Comment

Ok I'll look at whole careers. Foreman's resume includes fighting through the 70's and late 80's-90's two extremely stacked eras in HW boxing (70's probably the toughest of all time).
