    No, because Mayweather has fought better opposition. Lots of boxers are capable of winning 40+ fights against bums, but being great means being able to consistently win fights against world-champion level opponents.

          What makes a boxer BEST, is when he sets The World record for example:
          -The most number of world titles in different divisions;
          -The most number of wins with no losses and with the highest percentage of KO!
          NOTE: there are a lot of boxers today who parades with no losses! setting a world record is the most difficult one!
          I don't really think winning by KO is any better than winning by clear decision. In fact, I think dominating an opponent for 12 rounds and winning a decision is even more impressive than eventually getting a KO in a competitive fight.

            Mayweather is the better fighter until Pacquiao beats him!! The 2 best fighters in the world today!!! But the advantage is on Pacquiao's side. If he fights and beat Floyd, he'll be the best of all time!!!! If Floyd wins (which he will) Floyd will not be given the credit for his win, same as for his win against Mosley!!

                    it depends......if you didnt retire to avoid the best the division has to offer........and comeback after theyve been to wars..................and fight a smaller fighter..........coming in overweight..............it doesnt
