The point is that NSAC has rules and penalties for overweight fighters. By writing in an extra clause in the contract about weight penalties, Pacquiao is taking that authority over from the hands of NSAC.

What about coach webb's question as to why he imposed the weight clause on morales and cotto? Also, why does it seem so many of pac's fights are at cathweights? Do you think it has anything to do with him imposing his demands on the "b side"?
