Well, they'll never jump from 0 to 100% participation in a new testing program. It would be phased in. Why not start at the top? Plus you have the issue of what other states do and whether they'll cooperate with the USADA or whatever other outsourced testing body. Boxing is not like baseball that has a commissioner to represent the sport in the country. The cheats will move to whatever state lets them fight with the least amount of testing. I'm sure none of the promoters, Golden Boy included, have any real interest in cleaning up the sport.

It will never be perfect. It's a problem that can never be solved. The question is whether one program is better than another. So is the Nevada program better than WADA's anti-doping code? No. I'm not sure what else there is to say about this. USADA is just a group that has implemented WADA's code for testing athletes in the USA.
