ok. i wanna hear this from u. what if floyd accepted pac's 14 day cut off. would u justify floyd or think otherwise that he is not really on fighting pac peds free on their fight?
The difference is that Mayweather is willing to be tested "randomly". he's done it before and he would do it again. My point is that the 14 day cutoff that Pacquiao is requesting is simply a guarantee that he wont be tested, why does he need that? We already know as per what the USADA said that if there's no anomaly or any reason for them to do further test there is no need to test 14 days before the fight. If they find something that's not normal then they more tests closer to the fight.
If both parties found a common ground and agreed to the 14 day cutoff, then great the fight is made, but my position is that the USADA did it right for the Mayweather/Mosley fight, they should be allowed to handle it for the Pac/May fight.

Mayweather "announced" that he was taking a "break" from boxing when Pac was supposed to be recognized for an award. You think people where talking about an award? No it was about Mayweather. .
Trust me this fight would get signed without a cut-off date, The problem that i see now is money/split.
I think that right now the positions are; Mayweather wants a bigger split & Pacquiao wants a 14 day cutoff date. I hope they cancel each other out on the negotation table.
Okay, At that time it was a difficult thing to go abide by the commission's rules because they dont get involve in contract negotiation, And Team Pacquiao originally agreed to the OSDT (Verbally).
And the only reason the NSAC are now trying to do something about it is because the whole testing thing has blew up and they recognise the need for a change and a better one at that.
My theory has alway been that Pacquiao didnt want the fight for March 13th but some member of his team talked themselves into negotiation with Mayweather when they were never ready for it, They wanted to play the media/fans with the "We wanted Mayweather but he didnt want the fight so we would fight someone else in March" so that people would say Mayweather ducked Pacquiao.
Like i said 5 months ago when i suss the game Team Pacquiao were playing! Pacquiao is going to fight Mayweather with no cut-off date because now they are ready, they werent ready for march 13 and thats why they made their excuses and ducked the fight.
When I said mediation, I didnt mean NSAC interfering with the negotiations. What I meant is making strict drug testing standard. So in this case, there would have been no need to include this stipulation in the contract since it would have been already implied. But I agree with you on the reason on why they are only having this talk now.
As far as your theory, I respect it but I dont think I can agree. I felt that March was the best time for them to make the fight made because they had the leverage in the negotiations owing the fact that Pac had momentum on his side, in terms of his PPV success of his fights, and the positive response he was getting from both media and the public..
My theory is that I felt that the demand for a huge weight penalty is what started the negotiations to bog down. This was never part of the original proposal. It was only added after Arum had the talk with Pac in the Philippines and relayed it to team Mayweather.
I felt that team Mayweather were insulted with the added stipulation so they countered it with a strict random drug testing, which was never really made in detail until Pac made that demand.
Remember all we knew about the initial proposal was that there was just goin' to be Olympic drug testing. We didn't know about the procedures as far as cutoff date, duration, blood testing, etc.. It was never really brought out in detail. And from there, things just got out of control..
