That's what Arum wants to do, Keep all the money in house. As of right now Top Rank doesnt have much going for them besides Manny Pacquiao. They have Cotto aswell though and Margarito. So this is why Arum is more interested in making fights between those 3 than getting any of them in the ring with Floyd Mayweather.

Smart business by Arum but it sucks for the fans...

I think regardless of who Pacquaio fights next, and whether or not he does fight, his legacy as one on the greatest fighters of all time will remain untarnished. I think a fight with Margarito would be an exciting fight to watch, but I don't like the idea of Margarito getting these opportunities after what he was caught doing. God knows how many times he put his opponents life in danger. I certainly believe his gloves were loaded for the Cotto fight. As far as i'm concerned, Miguel Cotto has only lost one fight - and that was Pacquaio.
