Sadly, these fights are overlooked by many. If they wouldn't have happened he would have "ducked" them. In my honest opinion, Floyd fought more challenges than he supposedly ducked. The fight did fight to didn't fight ratio is much higher. Not fighting Cotto and Margarito will not stop him from going to the HOF or being an ATG. Also, Mayweather-Pacquiao can still happen so i wouldn't add Pacquiao to the "didn't fight" list just yet.
