Landis was caught with steroids and tried to throw everyone else under the bus. He mentioned alot more than just Lance, it's just that Lance is the most recognizable name on the list.
Pacquiao and Floyd are a totally different story. Floyd wanted both of them to undergo random drug testing. Pacquiao said no.

The refusal to comply with the request is another thread....that MANY have already tackled....
I could create threads on BOTH topics and why each should just either drop it or take the dam tests already (which I side with)

The drug testing became a major issue when Floyd Mayweather Sr., the father of the fighter, made several public remarks accusing Pacquiao of using performance-enhancing drugs without a shred of proof. Mayweather Jr. later made similar remarks about Pacquiao using PEDs, even though Pacquiao denies it and has never failed a drug test.Comment
