Landis was caught with steroids and tried to throw everyone else under the bus. He mentioned alot more than just Lance, it's just that Lance is the most recognizable name on the list.
Pacquiao and Floyd are a totally different story. Floyd wanted both of them to undergo random drug testing. Pacquiao said no.
