Never.....I just found that the article itself was pretty funny due to the fact that Landis was "accusing" Armstrong of doping...and the IOC and WADA asking for "concrete evidence" of the accusation.....and that tests that Armstrong has been taking (random or not although I would assume random...they are the WADA afterall) have never been positive....same as Pacquiao....(although the NSAC tests are definately not on the level of WADA or USADA)

I just don't see your comparisons as being accurate, not in the least. If Armstrong was running around making excuses for not agreeing to random blood testing, he wouldn't be allowed to compete in his sport. Armstrong has b een subjected to the most stringent testing in professional sports, and has never failed a test. That holds a lot more weight than Pacquiao using the fact that he's never failed a NSCA drug test. Your Mayweather Landis comparison is just as invalid.
