There are principles to negotiation. If Floyd had left his "anchor" where it was (full ost) then he would be in good shape. Public opinion would still be that manny is throwing away 40 mil rather than take the test. However Floyd made the public concession which changes his anchor to 14 days. Anchors can only be changed when you make a public offer, OR there is a material change in either side's position
for example, if Floyd had another huge fight that the public wanted to see, he can retract the offer, or if manny had lost, or if boxing commissions made it public that they were switching to ost.

As it stands it's floyds move. If he takes the offer off the table it's on him because he has no concrete reason to. Whether right or wrong.
