While I think this quote is shock value more than anything else, saying someone has vast potential, no matter how vast, only has to do with what that person thinks the fighter/athlete/performer can eventually do, not what he is capable of right now.
In short, you could have said Ricardo Williams had Sugar Ray Leonard POTENTIAL, and we'll never know if you were right or wrong regardless, because even though he busted hard, he had great natual talent but obviously not the necessary attributes in training, preparation, etc. He didn't put it all together, and the opposite happened, it all fell apart.
Potential is an abstract and it's a completely subjective thing. If you foresee someone becoming great based on talent and youth (like in this case), you're entitled to project however you want.
People said Mayweather had Leonard potential and turns out they were right. (Not saying he's as good or better, but I think it's safe to say they're comparable--I'm not a Mayweather fan). People said Michael Grant had big time potential, and maybe he would have fulfilled it if they didn't rush to the Lewis fight and he got ruined. Likewise with Vargas with Trinidad.
Bottom line: it's this guy's opinion and it sounds outlandish, but it's not impossible Ward will turn out to be an all-time great. It's just hard to foresee that this early in his career.
