If the pre-teen girl was cemented in place then it would be very hard for even a power puncher to knock her out, as the cement would surely hold her so she couldn't go down.

Unless she was cemented in a way that she was already on the floor, in which case she still couldn't be knocked out as any punch to her would be an illegal blow and result in a DQ win for her.

I ment it like she was unable to move or run away. Though Im pretty sure you could knock someone out whos feet were cemented in place, and it was only up the her ankles so she could get dropped.
