If Pacquiao was refusing to fight Mayweather because of the PED accusations from his camp, then there would have been no need to negotiate in the 1st place and no need to negotiate anytime in the future. The fact that Pacquiao sat down and not only negotiated with Mayweather but attempted to reach a compromise on the drug testing, makes that your "principle" point moot. What part of that are you having trouble with?
