You ask for something that will make him feel you are trying to get the best of him of course he will refuse. Any logical person could see that. If the Mayweather's didn't start yapping about him on steroids and maybe discretely asked for the additional tests then the fight could have been made. A 24 day cut-off date for blood testing only, not urine testing, offers a hell of alot more prevention than Floyd's previous 38 opponents. There's realistically no way in hell that Pac can know beforehand that Floyd will turn that down. Especially when Floyd said OK to a 14 day cutoff when he thought Pac gave blood 14 days before the Hatton fight (which turned out to be 24 not 14).

If im not mistaken it was 30 days and then when they found the video with the hatton fight which was 24 days, then they said ok 24 days then.
