Boxing looked bad because it only reminded us all how difficult it is in boxing to get the best fighters to fight each other, and how helpless sanctioning bodies and sports commissions are that they can't force fighters to fight each other, much less take tests.

i think pacquiao has looked bad in the eyes of many people for him refusing to take the test considering:

floyd asked him to do something that floyd would do too (testing)

mosley and floyd both took the test which made manny look bad again for refusing

pacquiao has been making pathetic demands like catch weights, draining fighters to a certain limit on fight night, demanding $10 million dollars per pound (and floyd agreed to it).

excuses like "he is bigger and im smaller", "my mother dont want me to fight no more", "i want a 24 day cut off date" have made things worse for him

and being "scared of needles" when he has tattoos...

add some more reasons why manny has looked bad in this whole process
