Yeah, that's probably an exaggeration. Tua gets a lot of haters because he hasn't fought top tier fighters in awhile. But the consensus seems to be he's high risk/ low reward at this stage in his career, so it's hard for him to reel in the big names.
Vitali is the most likely to give him a shot. If Tua beats a guy like Sam Peter or Chris Arreola, the fight can be made.

Man I really dig on my man Tua.....always have dug his style....love to watch him knock the piss atta kats....but he is getting older....I just dunno if he has anything left in the tank at this point....would be legit as *** if he did though!!!
