I wouldn't say that Mayweather is as fast as he used to be either. Marquez now certainly isn't as fast as in his featherweight days. He's 36 years old, he's not supposed to be.

He has good speed but I don't think he was ever one of the fastest guys. I've always viewed him as a brilliant counter puncher with impeccable timing. I don't think he's slow by any means but I just don't think he's a speed demon, if that's what you're asking. Pacquiao is waaaaayyy faster.

If we compared everyone's speed to Mayweather and Pacquiao, not too many fighters would look fast in comparison. Marquez is certainly faster than the average boxer.
