Can anyone give at least an attempt at trying to state a valid reason why a test needs to take place?

I can see why a test was needed for Mosley,

but what reasons does Pac have to be tested for?

Pac is working with a trainer who has trained a fighter who was caught not once but twice, Google his conditioning coach and steroids also. Besides in this day and age every athlete should be tested.
