The think that makes it fishy is that he WONT take the tests.

Change the bet to;

"I bet you 5 million that Pac will take XXX tests within a year and come out clean". Then you might get some action.

Why a year? I think Pac is going to agree to testing with Floyd and pass with flying colors. everyone has been calling him a cheat with NO proof, but no one wants to man up and take the bet.
