At this point Pac has no other way than to agree on the test and go with the fight, otherwise in my eyes and many others he will be seen as a shaddy fighter who is hiding something. Wether this is all Floyd's doing to **** with Pac's head or he really is trying to clean up the sport he has won and now the ball is on Pac's court to make this fight happen for the fans.

of course not. mayweather isn't the boxing commission.
this is just mayweather's way to get into pacquiao's head
      before they even fight.

Well there's obviously plot holes in the way the commissioning is handling the drug tests for the fights which is why Floyd is trying to impose these rules to clean up the sport, and I'm starting to lean towards him.

If the NSAC demands it, yes. If it's Floyd then no.

I think a tune-up would have possibly made the fight a lot more competitive and while I'd still favor Mayweather to win, I think Mosley would have been more satisfied with his own performance and therefore not be in the position where he's contemplating retirement.

Although, it could be argued that age may well have caught up with Mosley too, after such a long hiatus, in which case a tune up probably wouldn't have impacted his performance much. I guess the only way to tell for sure is if Mosley fights again.
