He thought that he could fight Pacquiao (who is a better and more money-generating fight), but for some reason Mayweather made it difficult for Packie to accept it. Maybe Pacquiao didn't want to spend 5 1/2 hours a day 3 out of 10 days trying to test himself for USADA. So obviously Mayweather doesn't want to lose all his **** and livelihood to the IRs, so he's gotta go to work somehow.

You should know by now that NO one can FORCE Floyd to do anything that he does not want to do.
