Assuming he is/was mentally unstable for some time now, i think part of the blame goes to the mental institutions, since you can't squarely put the blame on the criminally insane. A bit of the guilt should also fall, if not legally, but on a moral basis on the people who knew Valero and did nothing but enable his lifestyle. FFS, the guy can kill with his bare hands, it was only a matter of time. He could have snapped while he was in the US, Japan, or when he went here for Pacquiao's party, and i swear, if that happened, the media would be asking for the heads of those authorities who let him roam free.
