At the time Marg fought Shane Marg was ranked #1. Cotto was ranked #2 and Shane was ranked #3. Marg was the #1 guys who was coming off a win against the #2 guy and now was fight the #3 guy in Shane for the vacant lineal title...

Marg vs Shane wasn't for the lineal belt for some odd reason. May vs Shane should be for the ring welterweight title, but it isn't, at least not by the Ring's standards. However, the winner of this fight should clearly be ranked the number 1 welterweight, and would probably have to beat Pac or the number 3 guy to be lineal by the ring's standards.
